3.  Objectives of the Department:

a)      To create environments of learning for students to fully realize their potential and encourage innovative thinking.

b)      To impart emphasis on learning by doing method through seminar, discussion etc.

c)      To help the academically / financially disadvantaged students through the conduct of remedial classes on a regular basis.

d)     To upgrade the departmental library to E-resource centre.

e)      To conduct awareness programme on financial literacy.

f)       To instill e-commerce in the college.

4.  History of the Department of Finance (Commerce Stream):

Ø  Dispur College was established in 1978, The College came into existence to meet the growing demand for higher education due to the shifting of the capital of Assam from Shillong to Dispur. During the tenure of Principal, Shri Reba Kanta Hazarika the college shifted to its present premises in 1987, at the foothill of Narakasur Hill near Ganeshguri Chariali, Dispur, in the heart of Guwahati City.

Ø  From the academic session 1991-92 the Commerce Stream was introduced at the Higher Secondary level in the morning shift to meet the demands of the students of the locality.

Ø  From the academic session 1994-95 the commerce stream was introduced at the degree level in the morning shift. GU Permission to introduced TDC 1st Year in Commerce from 1994-95 EC Res No. 94/24/292(39) dt. 17.12.1994.

Ø  The College was recognized by the UGC U/S 2 (f) and 12(B) in 1996 and received regular UGC Grant from 8th Plan onwards.

Ø  Major courses in Finance were introduced from the 1999-2000 session for all morning shift degree students.

Ø  Govt. Concurrence also received for TDC 1st Year (General Course) in 2000; TDC 2nd Year (General Course) and TDC 3rd Year (General Course) in 2001.

Ø  National Assessment and Accreditation Council (NAAC), Bangalore recognized the college at the National level in 2004 and was Graded “B”

Ø  The Commerce Stream has been getting Government Financial Assistance from the session 2006-07 at a regular interval till 2012-13.

Ø  Gauhati University grant permanent affiliation for the TDC General Course from the session 2007-2008 and Major courses in Finance also introduced in Evening Shift from the session 2007-2008.

Ø  From the session 2011-12, the college has started following the semester system both in major and general courses at undergraduate level as directed by the Gauhati University.

Ø  On the same session i.e. 2011-12, due to increasing workload under semester system and decentralization of commerce stream, the Governing Body of the College created four separate departments e.g. Dept. of Accountancy, Management, Finance & Mathematics in conformity with other affiliating colleges and classes are held in day shift.

Ø  Gauhati University granted permission for TDC 1st Year Commerce (Major Course) in Subject – Finance from the session 2011-12 Vide EC Res No. R/EC-02/2012/17(B)(10) Dated-28-03-2012.

Ø  Services of 10 faculties, 1 Junior Assistant, 3 Grade IV of Commerce Stream have been Provincialised by Govt. Sanctioned Order No. AHE.133/2013/428 dated 4th January 2014 and become Govt. employee w.e.f. 1st January 2013.

Ø  Gauhati University granted permission for TDC 2nd Year Commerce (Major Course) in Subject – Finance from the session 2012-13 Vide EC Res No. R/EC-04/2014/35 (4)  Dated 27/05/2014

5.  Achievements So Far:

a)      Opening of Major Courses in Finance from the session 1999-2000,

b)      Results of students have been improving year by year. Students of higher secondary are regularly getting encouraging marks in Banking.

c)      Five (5) Students of B.Com. 6th Semester get 1st Class in the session 2013-14.

d)     More than 50 to 80 students enrolled for Finance Major in Semester system     

e)      Contributed actively in Common Departmental Journal for Commerce published in the session 2012-13.

7.   Admission Process:

                    For the general course the students are admitted on overall merit basis. But for the Major course students, there is a provision of entrance with cutoff marks at 50% and preference are given with Banking Subject in HS level and according to the availability of seats, students are admitted in the department of Finance.

8.   Internal Assessment System & Attendance: -

                 Internal assessment has been conducted through unit test both for Major and General Students. It was started from the year 2008. In internal assessment 20 marks are given for TDC students. It is given on the basis of guidelines given by Gauhati University. Unit test are held regularly according to the college prescribed date. Internal Assessment for the semester students is done as per instruction from G.U. 2 sessionals are held for each semester and better of the two is given as internal assessment. The average of the total marks obtained is calculated and given. In the same way total attendance is found out and the average calculated. Students must have compulsorily attendance of 75%.

                 The method of assessing the students’ academic standing in order to provide enrichment are - by holding class tests, tutorial classes and question-answer session in general classes after every topic has been completed. For Major students class tests were held. Home assignments are given and group discussions are also conducted for self evaluations which are closely monitored by the Department.

9.  Discipline and Academic Counseling:

                       Discipline is strictly maintained in and around the campus. Students are prohibited from taking Gutka / Panmasala, etc. within the campus. During college hours, students cannot use mobile-phones. Counselling both for academic and personality development  is carried on by the teachers from time to time. Above all, a friendly environment is maintained both in the class room and outside to make the process of teaching- learning more fruitful. Students have always been given formal counseling both within and outside the class room. Now, however, academic counseling is being undertaken through the Career Counseling and Guidance Cell. Academic course link include on methods of answering the questions, generally before and after the unit test and final examination. Students are also counseled before every project work, seminar as how to do the work and also after the completion of the work on the loopholes in the work done.

10.     Student-Strength & Teacher-Student Ratio:

                      In the undergraduate level, there are two Sections i.e. Section A & Section B and in the current session (i.e. 2014-15) student strength of the department is 679 (i.e. Major= 191, General=488). In the H.S. level, the total number in Banking is 259 (1st year = 126, 2nd year=133). It accounts for a teacher-students ratio of 1: 234 as a whole. If only TDC General Classes are taken into account the ratio becomes 1: 170; but for TDC Major Classes the ration becomes 1: 48.

11.         Class Distribution / Subjects of the Department:

Class Distribution of the Department is done on the basis of the Master Routine of the College and Academic Calendar of GU. The department witnessed three phases of transformation in TDC system. Initially from 1995-96 we have TDC Part I & Part II system, then from the session 2009-10 we have TDC (1+1+1) system and now we are following TDC Semester system from 2011-12.

1st Phase: Under old system department taught general subjects like Corporate Finance, Money Banking and Trade and Law and Practice of Banking in TDC 1st Year;  Auditing in TDC 2nd Year and Finance Major paper only in TDC 3rd year i.e. Part II.

2nd Phase: Under TDC (1+1+1) system department taught compulsory subject Modern Banking Practice and Major subject Indian Financial System in TDC Part I i.e. 1st Year. In TDC Part II compulsory subject is Financial Service and Service Marketing and Major paper is Rural and Micro Finance. In TDC Part III compulsory paper is Information Technology in Business and Major paper is Financial Market Operations & Foreign Exchange.

12.     Teaching Techniques:

                                          Teaching techniques adopted for general students mainly include lecture method, use of blackboard, giving notes and reading materials, use of charts and maps, display of slides by using of learning by doing methods which include seminars, group discussions, spot surveys etc. for major students in addition to the above LCD Projectors, Web Learning, Mobile technology are also used as per need. For Information Technology in Business Project work students are taken to College Computer Lab and Field Study also done for Environmental Project. Department also doing various Case Study in the field of various Financial Institutions, Corporate House & Private Organizations to know the Economic Activities, Accountability and Financial Results of the Organizations along with major students of 6th Semester of Dispur College as per G.U. guidelines from the session 2013-2014.

13.         Facilities and Assets:

                  Facilities of the department are meant for both the students and the teachers. The college has provided facilities like central and departmental library for both students and teachers. The department has its own library with around 258 numbers of books, reference books and journals. These books are used by the students as text book and references. For the department, students are the main assets on whom the past, present and the future expectations were and will be dependent.

14.     Students’ Participation in Other Fields than Academics:

                   Departments’ students participated in various college activities like NCC, NSS, Student Union, College Week, Quiz Competition, Essay Competition, Speech Competitor (Inter-department) and Cultural Programme and some students also participated in Inter-State Sports activities. Some of the important programme jointly organized with Carrier Development and Counseling Cell of the college are -

Ø  Spot Essay Writing Competition on the Topic, “Philosophy of Dr. Sarvapalli Radhakrishnan” - A spot essay competition was organized by the Department of Accountancy on the occasion of Teachers Day, 5th September 2014 on the topic, “Philosophy of Dr. Sarvapalli Radhakrishnan”. Four students of finance department of B.Com 5th Semester participated.

 

Ø  Campus to Corporate, A training Program from 7th March to 16th March 2014:

Due to finance department initiative a training program, “Campus to Corporate” was organized by Orion Edutech Private Limited and attended by the B.Com students of Dispur College. The resource persons included Smita Nag, counselor, Orion Edutech, Guwahati and Simanta Bora, IT Trainer, Silpukhuri and Amiya Dhar. A total of 14 students participated in the program from finance department.  

 

Ø  Axis Bank Seminar on Young Banker’s Program held on 5th March 2014:-

A one day awareness program was organized by Career Guidance Cell, Dispur College on 5-3-2014. The lecture was delivered by Rajiv Kumar Dutta of Axis Bank, as Resource Person of the Seminar. Al major students of finance department participated actively in the programme.

Ø  Workshop on Ethical Hacking and Robotics:-

A workshop was held on Ethical Hacking and Robotics by APPIN technology on 28th September 2013. 13 students from Finance Department of Dispur College attended the workshop.

Ø  Graduate Employability Quotient Test organized by CMC Academy:-

A Graduate Employability Quotient Test was organized by CMC Academy, Bora Service on 20th September 2013. 11 students attended the test from Finance Department, Dispur College.

Ø  Awareness Program on Computer Accounting and Robotics:-

An awareness program on Computer Accounting and Robotics was organized on 24th August 2013 by the Institute of Computer Accounting, Bhangaghar Center, Guwahati. 10 students from Finance Department attended the program.

 

Ø  Workshop on Persona Enhancement and Stress Management :

A workshop on Persona Enhancement and Stress Management was held on 10th April 2013 in association with Future Sharp - a joint venture of Future group and NSDC (National Skill Development Corporation) Altogether 6 students from finance department attended the programme.

Ø  Skill Development Program :

Two days Induction Level Workshop was held and lecture was delivered by Chief Life Insurance Advisor of LICI on 25th and 27th Feb, 2013. 12 students of Finance Department participated in the workshop.

Ø  Orion Edutech Program on Skill Development held on 21st January 2013:-

A total of 11 students from finance department, Dispur College attended a skill development program organized by Orion Edutech Program. The program was held with the initiative of the Accountancy and Finance department of Dispur College.

Ø  Workshop on Career Counselling organized by Directorate of Employment and Craftsmen Training, Government of Assam:-

A workshop on Career Counselling was held on 15th October 2012 organised by Directorate of Employment and Craftsmen Training, Government of Assam. Lecture was delivered by Jayanta Sarma of I.Q, Guwahati, Mr. Santanu Choudhury of Pragati Institute of Hospitality Management, Corporate Trainer Basanta Gogoi as resource person.

Ø  Stress Elimination Programme:

Stress Elimination Programme by Swami Alexander of The Art of Living from Netherland. Altogether 10 students and three numbers of teachers of finance department attended the programme.

Ø  Seminar on Mock Interview Skill:-

A seminar was held on the topic Mock Interview on the date 3rd September 2011, which was organized by ICFAI. The seminar was conducted to help and prepare those B.Com students which were appearing for MBA entrance appearing students. All Major students from Finance Department attended the program.

16.         Extension Services / Department Activities:

a)      The department has organized Workshop on “Entrepreneurship Awareness Camp” at Dispur College in association with Indian Institute Entrepreneurship (IIE) from 12th November to 14th November 2009 for 3 days from 10.30 am to 2.30 pm. Total 77 students of TDC (Arts & Commerce) attended the Workshop and Certificate of Participation was provided by IIE after successfully completion of the Workshop.

b)      The department has organized Investor Education Programme on “Awareness about Capital Market” at Dispur College in association with Dept. of Accountancy as on 10-09-2011. Resource Person – Dr. Debabrata Das of Tezpur University (SEBI Certified Financial Education Trainers). At the Investor Education Programme altogether 70 students of B.A., B.COM, BBA, BCA Participated actively and interacted with the resource person and learn about various techniques of investment in capital market.

c)      IQACLecture on ‘Financial literacy and Women Empowerment’ - The IQAC, Dispur College, and Finance department organized the lecture on 04-09-2014. The lecture was delivered by Ms Amrita Das on behalf of Department of Finance in the presence of Vice Principal Dr. Nandini Barua Sarma, IQAC members, all the faculty member of Arts and Commerce and students of our college.

d)      The department has organized “Financial Literacy Camp” in association with local financial institutions like Assam Gramin Vikash Bank and Bank of Baroda, Dispur Branch. 

e)      Parents-Guardian meet held on 3-9-2014

A Parent-Guardian meet was held on 3rd September, 2014 to discuss various problems and prospects of their ward. A total of 31 Guardians attended the meet and they put forward their views and opinions about the college.

17.         Add on Course: Certificate in Entrepreneurship Development:

                         Dispur college is one of the first institutes from Eastern India to receive UGC (X th Plan) sanction and Gauhati University affiliation by designing syllabi and course curriculum for opening add on course in 2005 for Certificate in Entrepreneurship Development. Though, initially course operated by the Dept. of Economics but from 2006-07 it is run by the Dept. of Finance. All Higher Secondary passed students are eligible to take up these courses in addition to their degree courses. It is a Six Month Course (Session: June / December). The course was running under Entrepreneurship Development Cell to create awareness among students about the opportunities for entrepreneurial activities and to familiarize with various uses of human resources for earning decent means of living. The Cell imparts knowledge of various products, preparation of project and method of market study through the Six Month certificate course affiliated to GU. The Cell in association with Indian Institute of Entrepreneurship (IIE) Guwahati gives feasible and viable idea for promoting a business undertaking. The EDC of College organised various workshops with IIE from 2005-06 to 2009-10.

                        Though initially the course get good response but gradually decline and for last 3 years no response from students and so virtually non-functioning. Financial viability to run the course, complicated procedure, lack luster attitude of GU regarding holding of examination and also in declaration of result are main constraints to run the course. Otherwise the course have great potential and very relevant in present economics scenario.

18.     Publication:

                      The department publishes an annual journal in association with Dept. of Accountancy, Management and Mathematics, named Banijya Prabah from the session 2012-13. Students are encouraged to write articles in the departmental journal. Articles are collected from senior academician and research scholars.
